Rust Along top of WindShield

Ive got surface rust developing for about 24" of the seal like above the Windshield. Looks like it goes under the seal in some spots. My question is can i fix this my self? Would i have to pull the windshield and then get a new weather strip for it? looks like the rust goes under far enough that i cant see where it stops. If i was to take it to a professional how much do you think it would cost? To save up for the ideal solution is there a way i can slow it down enough to make it last for 6 months or so till i can have it properly repaired. It looks like im starting to get some flakes of rust to come off, i guess that would start to be considered Rot by now right?

thats a pretty bad spot -- I have rust there too and I belive there is a seam under the seal that is the source of the rust. I actually had the windshield replaced and had the shop sandblast and paint the whole windshield surround area. It didnt help and now I have rust there again.

I also have this problem on my new project IROC, I will most likely pull the windshield and sand/sandblast prime and paint the entire area as I am mortified at the sight of rust in all of its forms
