Fender Rust

How would I go about fixing this? Is it best just to cut it all out and weld in new panels or what? Theres rust along the rear fender lips on both sides, one side worse than the other because of some holes. What's the easiest way to get rid of this cancer? ('87 GTA)

the easiest would be to get new fenders, repaint them, and put them on... however that's also probably the most expensive

grind it or sand blast it down,bondo it,primer it and paint it.

grind it or sand blast it down,bondo it,primer it and paint it.
Not if you have holes... definitely weld in a piece if you have access to a MIG.
