Was there an option that designated black paint around the headlights? Or was it done in some years and not others? Or was it due to the body paint color?

IIRC, it was a Z28 and IROC thing. The regular cars, like the Berlinetta, SC, and RS did not get the black headlight pocket treatment. It might have been color-dependant too.
The black pockets were based on model. The Z28s and IROC-Zs had them, the Berlinetta had it, The LT had 'em and the 92 RS with Heritage Edition came with black pockets. I know I forgot a model. I think there was 2 years that the sport coupe had it, but I don't recall the details off the top. Check the History board. There was a discussion recently that mentioned all models that included the black headlight pockets.
