Steering Column Problems...need some advice

I've been having this issue with my '88 GTA ever since someone broke into it and tried to steal. They tore the platic shrowd on the steering column and broke the metal rack that connects the ignition switch rod to the lock cylinder. Luckily, the car had VATS so they couldn't steal it. Anyway, I tore down the steering column and fixed all of that. The only issue is that the steering lock doesn't work, and when it does, it doesn't work well. There's a little pin that pops out and catches the lock plate and "locks" the wheel. The problem is that that pin doesn't want to pop out all of the time...it seems like it gets caught up or something and thus it doesn't fully seat into one of the notches in the lockplate. Does have any experience with this problem and/or fixed it? This problem is really annoying (hate feeling like I'm driving some ghetto scraper with a busted steering column)!!!
