I'm guessing that it's tilt column. There are 4 torx screws that need to be tightened up. But it's alot of work. And need a tilt pin puller, lock plate mover, and steering wheel puller.

Dont be scared. It's not as hard as you might think. I had the same problem with my '88 Chevy Silverado. There are several boards around the net showing how to disassemble a GM tilt column just for this project. There used to be a really good one a guy did on a Fiero but none of the pics work. A word of advice, you DO NOT have to take the tilt mechanism out. If you get some 1/4" drive deep metric sockets you can use a 10mm to grab on to the trox bolts and tighten them through the access areas on top of the tilt shroud. I was able to get to 3 of the 4 and it makes a world of difference. My truck has been perfect for over a year with no sign of any problems. Your car probably has 100K+ miles on it and if you tighten them back down they will last 100K more. Get in there, tighten them back down, and leave it. If you try to pull the tilt section off you run a risk of breaking the tilt ujoint/ball if you try to pull it apart. Hope this helps.
