would a set of 91 ground efects fit onto my 84 z28?

Yes, I don't see why not. The only differences between years i believe were the actual nose/frontbumper cover but the mounts for the front skirt should be the same also. Whats it hurt to try anyway????
the biggest thing will be drilling holes for the ground effects to mount to the body. other than that they fit fine 
You might need to drill out the spot welds on the mounting brackets for the 91 effects and weld them on your 84. Thats what I had to do to my car when I swapped all the 87 effects onto my non- ground effects 84 Camaro. Pretty easy, if you have some experience measuring and welding.
You might also need the bumper covers, front and rear, as well as the actual front metal bumper and radiator ducting. I know I did, having a parts car was the key.
