Headlights assemblys sit to high, what do I adjust?

Headlights assemblys sit to high, what do I adjust?

I've been looking at pictures of '91-92 firebirds and I notice that my headlight assemblies (the whole thing) sits up to high and the bezel guard thing that fits around the light doesn't match flush with the bumper. I want to say it sits .5-3/4" to high. I can see under the light.

Now, when the lights are off and the lights are down, they sit fine, nice and flush. So it seems there is some sort of a rotational issue I need to fix. Is there supposed to be a bumper of sorts that will stop the headlight units at a certain spot, or is there a bolt or bracket that I can adjust?
