Rust Mort is similar to Ospho. It's phosphoric acid (and some other stuff), turns the rust into an iron phosphate, when it dries you can just paint over it.
I've used Ospho before. Works really well, the rust never came back. Try and remove as much of the flakey rust as you can, so it will penetrate to the remaining metal underneath.

I've used it. I have a bottle at home actually.
It's a phosphoric acid liquid, similar to naval jelly. Just clean the area, spray it on and let it work. After its dried you can wash off the white residue.
Some people say you should keep it wet, use tissue paper or something to act as a sponge on the surface, and also you can just add some water, just keep it wet, so it keeps working. It'll take some time, not just spray and walk away like it says on the bottle. And or scrub it in. Then once all the red rust is gone, you should have clean metal and/or a black coating. Wash it, let it dry. Then you can paint/bondo, whatever. It'll leave a zinc coating to keep it from flash rusting.
