I did the same thing but with a glass scoop. What i did was i applied two part adhesive to the edges then i pop riveted it to the hood. I then allowed the two part to dry then applied that two part blue filler stuff forgot the name but its made by 3M. Then i applied a thin layer of marglass you could use kittyhair(fiberglass filler) instead. And any fine detail was done with good old Bondo Gold. It looked great for two years never cracked or anything tell i took it to a shop here and they slammed the hood when it was around ten degrees out.

3M has a new panal bonding glue. I think its 3115. Not sure its a 2 part tube.U can bond metal to metal, metal to glass, Pretty much anything. And the good thing is that bondo will stick to it.So you do not have to worry about it cracking were older glues would meet with your filler. Not sure how long over time will last. But that glue would be the way to go

I don't think it would matter, But putting on top i would think would be the easiest way.. It would suck if you close the hood to hard and it craked from the weight. I think on top would be best
