Rear wheel well rust

Rear wheel well rust
Sorry if this has been a topic before but I've searched and can't narrow down a good search string... Here goes
89 T/A, a gazillion (300k plus) miles. Currently garaged cause it needs a fuel pump. Building a new house and hardly have the time to mess with the pump.
When I pulled the rear carpet back, heres what I found.
The rear pan looks fine, very little rust, just around the drain cap area. This rust is at the 'top of the deck', so to speak, just above where the wheel well is. Both the driver and passenger sides have the same rust area. Both rear wheel wells (from the outside) also have similar rusted holes in them.
The 'raised' area concerns me the most. Is this part of the rear suspension pressing up into the rear hatch area?
The drivers side is almost the same. Take a look...comments?

Take out that interior sail panel so you can really see how far up the rust goes.
As for the raised part, crawl under the car and see if there is anything suspension-related that is under there. I don't think you have a suspension part pushing up, no, but I would have to crawl around and look at my own car to be sure.
In any event, you'll have to cut out the bad metal and weld in some new metal.
Rust sucks.
