I'm not sure if it works on plastic or not, but Duplicolor makes a paint that is temporary (comes off with soap and water). You could spray the bumpers with the paint and then determine if you like it or not.
As for my opinion, sometimes, the bumpers look good in black - to provide a good contrast to the rest of the body. Other times, they would look better to be body color.

its probably worth pointing out that even if you do paint them white, it wont look anything like your second picture
if you just want a smooth bumper then you would be better off getting a different one

I like it body color, would look better without the plate too. (Some have mounted them down and off to the side without getting hassled.)

to get em to look like the second pic takes a lot of glasswork. I'm in the process of deciding it's worth it on mine. I like the look, a little more modern

I'd say, no, don't paint them.
This is one of those things that seems like a good idea. But they usually don't end-up looking good or "right," IMO.
Maybe with a matte or eggshell finish, rather than with the body's gloss finish, and if they're removed from the bumper cover so you can get all the edges completely, then they MIGHT look like they're molded-in-color. But most likely, no matter how much thought goes into painting them, they'll prolly still end-up looking like a part that shouldn't have been painted, or that was painted mistakenly.

yep,you hit that one dead on.You can't get that look with the black pieces if you paint them in place or separately. If you want that look in the second pic. you'll have to do some fiberglass work.A whole lot of work IMO,but if thats what you want I say KUDOS to you my friend! btw, whats with the multiple duplicate thread?A bit overbearing don't ya think?

Well, if you want our opinions, I think that it looks OK in your photshop but it never looks that good in real life. Leave them black and put a black air dam back on it…
