Wierd body kit??

Wierd body kit??
I was surfing autotrader the other day and came across what appears to be a formula t/a with a body kit I've never seen before; correct me if I'm wrong but are those fender flares??

To me, the fenders look stock, just the stock fender lips & bottom of the car are painted that silver. The whees & tires don't appear to be any wider than astock 8".
