damn water leak

Well when i bought the car i discovered that water had rusted a hole through the inner front fender well, the firewall and then the window cowling drain off. I yanked all the fenders, repaired the tunnel and the hole in the firewall. I thought it was over..i washed the car and no leaks. It rained today and checked...no leaks. I moved the car to the driveway and there was a small hair line stream of water coming from where the firewall and passanger side body meet by the kick panel. I took off the kick panel and saw this...

how he hell is water getting in there? It has rusted a small hole right where water was draining into the car...so this is deff the route of my problem. I yanked back some of the weather strip on the windsheild and that looked good. Its coming from higher up then what i took a picture off..it dribbls down and then looks like it accumlates in the rocker panel which explained the rust out where the rocker panel meets the floor pan.
