Smoked Lights ?

I've seen a few tail lights, signal lights, and things on the sort smoked, tinted, darken. I'm not talking about the covers, I'm talking like, people put like a tint coat over the actual light plastic. How do you so this, I think it looks sharp on the tail lights, and the turn lights in the front bumper, much better than the covers (which are illegal?)

++ how legal is tinting the lights, or do police barely notice? (Looking for laws from IL)

heres the best picture i can find of what i mean. (the right)
