Support Bar?
What is the correct name for that thin black bar that is attached to the right hood support to the cowl? Also, what purpose does it serve really and should it be installed on a car without it?

Why not? Can't do any harm.
BTW, there's another piece you might be interested in just below the strut mount, as seen in the following pic:

This piece, Brace, Whl Hse Pnl reinf-RH (Z28), is also listed 82-91. Though the Z28 business is only listed 82-86, the part number is the same for all years, 14045394.

There should also be a support from the pass. side strut tower to the inside frame rail.
