Passenger window chipping from screw inside door

Passenger window chipping from screw inside door

The top of the passenger window has been slowly chipping away because of a screw that holds the outer window sweep in place. It looks like the window is going to far down into the door causing the window to rub against the screw. I took the screw out to prevent it from getting worse but I would like to fix the problem before I replace the window and have it crack again. Is there an adjustment to make the window not go down so far into the door or is it as simple as just replacing the outer window sweep. The rubber on the strip looks fine but the felt strips on the inside look's a little worn, however, it still looks like the window is going further down past the felt strip so it seems that new strips would not prevent the window from hitting the screw.

There are no down stops on the regulator. There is a block of rubber that mounts in the bottom of the door to stop the window. Take off the door panel and I'll bet you find it rolling around in the bottom.
