How to remove outer window felt

As title says. I can get most of screws out, but not middle ones. I have read a bunch of threads, but can't find one that addresses this. I think I need to lower window somhow, but don't know how.

You could try removing the two felt-padded window guides and getting to the screws (I use a 7 mil) with a small wrench. Failing that, I would say the glass has to come out.
