Rust under hatch weatherstipping! What would you suggest?

Rust under hatch weatherstipping! What would you suggest?
Hey!
I am replacing my tail lights and noticed some small bits of rust around some screw holes, so I figured that I'd sand 'em down and re-spray 'em. Well, in the process, I decided to take the weatherstipping off of the hatch and noticed that my rust problem is bigger than expected.
I don't have any experience in body work, or panel replacement... don't own a welder (but have been thinking about it...)
So, what would you do?
Would you just cut the rusted pieces out, pick up some small pieces of sheetmetal and bend them as needed, then weld them in? (Seems easy enough if I can get ahold of a welder)
Are there replacement panels for this entire section? I plan on keeping this car for the next few decades (I've already had it for 1!)
Any other options/suggestions for a beginner? (The bubbles aren't more rust - they are water bubbles from a wet rag used to wipe the surface down after yanking the stripping off...)

that doesn't look all that bad......one option would be to remove all the loose rust and prep it with the POR15 system(marine clean, metal prep the some por15). At least you'll stop the bleeding and it's gonna be covered up again anyway........I've done this in a few spots. Other than that it appears you would have to cut it out and weld in new
