Wheel wells

So I have some rust in the wheel wells, and im hoping I cant take care of it for now before it has to get cut out(if not already).

I was gonna just use heavy grit sand paper to get the rust off then some type of rust preventive primer and a clear coat since all ive read is that primer soaks in the moisture.

Any suggestions?

if its just surface rust, and not rotted through, then you can sand it out, prime paint and clear. It will keep it from spreading for now. Just be sure to remove all the rust or it will spread again. A rust dissolver or sealer will be best.
