Always blowing hot air!

Ever since I have had my car it has always been blowing in warm air. I have the lever to the cold position but still it keeps on blowing warm air. I fianlly decided to remove the heater control panel and have a look to see if I could find anything wrong or missing.

I took it out and noticed that the lever going from COLD to HOT had nothing attached to it. All it does is just slides back and forth without doing anything. I am sure there is something that needs to be connected to it but could not find anything that may have fallen loose.

Does anyone know what I need to connect to the lever so it stop blowing in hot air all the time. Much prefer it blowing in cold air or nothing at all.

Any advice would be great
