Found rust holes here
Are rust holes where the spare tire sits a common problem with these cars? Any ideas on how to fix this would be appreciated.

Yes. Cut it out and weld in a new patch panel. Don't 4get to prep and paint it properly.
Do a search and check with a local known good body shop to see what you'll need.
