Removing Insulation What's best?

I recently bought the '89 in my sig. I was taking the insulation out of it because it has been my experience that the insulation just holds water and causes the floor boards to rust and the car to smell. This is my third F-Body and they have all done that. Anyway, I take the carpet up in the front and there is a layer of Aluminum foil covering a layer of tar and rocks(looks like asphalt) for sound deadening. I was wondering if anyone else has ever tried to remove this and what worked for them. Thanks,
