How do I fix a Broken Driver side Seat Bolt

How do I fix a Broken Driver side Seat Bolt
Hi all,
On my 1987 Iroc, on the driver side in in back of right side of track, the bolt the track fits on was snapped because the owner before me cross threaded the bolt and kept cranking on it till it snapped. I was wondering the following below:
1- How do I remove the broken bolt that is left in the frame on the floor?
2- Can I replace that particular bolt with another and how do I do that?
3- Should I have it done by a car frame shop or a body shop or any other suggestions would really help?

On my GTA, a previous owner had welded a bolt to the top of the hat section that is spot welded to the floor. This was on the passenger side and it cause that part of the seat track to sit up higher by the width of the bold head. I didn't keep it this way long enough to determine if it affected how smoothly the seat adjusted.
I didn't like it so I removed the hat section from the floor with using a spot weld cutter. I then cut the bolt off the top and put a new bolt through channel and welded the head to the bottom.
If you're handy with a wire-feed welder it's an easier job than you think. Buy yourself a spot weld cutter (I bought this one: ) and go to town. I have some pics in my build thread here:
