If I rember correctly there are two,or three bolts holding the lower console on. They are attached to the the metal supports on the bottom of the lower console.

You DID remove the center console top first right? You'll find the rest underneath it. There is a lot more involved to take it out than there should be.

Here is WHAT you do...
This is for 85-92 firebirds:
Sometimes I have found it easier to remove the radio/heater trim piece first togive just a little clearance. There are 4 pop-clips that you have to carefully pop off
First you remove the top plastic trim piece (its black and has all the little squares all over it) to do that you first remove the ashtray, and remove the 1 7mm screw. in the back of the trim piece you remove the 2 screws. Now the rest of it is held in by little clips, so carefully pry upward.
Once you have that free you have to remove the wires that attach to the switches on the trim piece of the console. They are a little tricky so be careful. First remove the console door switch light wire. I like to use a bladed screwdriver for the Power mirrors, and the window switch, and gently, I must emphasize GENTLY, remove the plastic clips and remove the plugs.
Do not forget the shift indicator light or the cigarette lighter wires. the cigarette is the most difficult in my opinion because of its location, and sometimes it is held on by an impossible to get to clip. Other times it comes right off, it might depend on year of your car.
now you should have the black trim piece free, and you have three 10mm bolts that you need to remove. Two are in the glovebox area, one that faces forward. the one facing forward I like to get to take a longish 1/4" extension and get it through the glovebox light hole.
Now, once you have everything free, pick up on the e-brake handle to at least a 45° angle and remove the console.
Thats it. I think I made it sound more difficult than it really is...
