new weather stripping
Ive never replaced the weather stripping on my 3rd gen before so I need some advice. I already got new weatherstripping and ripped the old stuff off. Its a 92 RS T-TOP car. What I am wondering is what is the foam stuff on the back of the weather stripping rails? And also should I glue the new weatherstriping down all over or just in the corners? And can I get new foam for the rails orjust cover the back of them with weatherstripping glue

I am trying to figure out what you are talking about. I think you are referring to the weatherstrip channels in the window jam. There is a thin piece of foam on the back of it. I think it is probably there to avoid metal on metal contact and the noise issues that can cause. It also provides a tight seal. When I took mine off the foam was in relatively good shape so I reinstalled it. My car spent most of its life in the garage though. If you are looking to replace it, check Amazon. You can buy thin sheets of foam on there and cut to size.
As far as where to glue the seals - that's half the battle and I suggest you do a search as there are some great write ups on here as well as links to the GM t top troubleshooting guide. Most of the problems that arise from installing t top weatherstrip is due to installation mistakes.
The one piece of advice I will give you is make sure everything is clean and all the old glue and weatherstrip is thoroughly cleaned off. Use plenty of adhesive, but in the right places so it does not look messy.
Oh - and also - don't use OER weatherstrip. It's garbage.

Thats exactly what I am talking about. The car is completely taken apart. I just got the car painted so all the weatherstripping for the ttops are clean. I was just wondering if I should put glue all underneath the weather stripping around the ttop area on the car itself or by st put some in the corners.

Just in the corners will not cut it. You need to seal them completely around the t top area and some in the tracks. When you have them in place and everything is set as you want it you need to pull the flaps of the seals back and run another bead around the top where the t tops seal. Hard to explain it without seeing it done. That's why I recommended a search as there are good write ups here with pics and even a link to a video on Youtube.

I like what JohnInRI used for sealing, that's a nice bead of adhesive, can't go wrong using that.
