I believe they were gloss originally. Most of the ones you see on cars are probably original, weathered and faded.

I have the 2006 copy of Eckler's Camaro (known as Ricks Camaro now) and it shows the grill as "gloss".
Even the 85 to 89 Z28/IROC grill is gloss.

All replacements are gloss. I don't know what year they started offering the gloss from the factory, but I do know that the original grills on the 82-90 cars were a satin finish. I've seen the 91/92 cars with both gloss and satin. I'm thinking that the factory changed this sometime during the '92 model year since I've seen '92s with the satin grill.

The body colored grills were part of the '92 Heritage Edition package only. You could do what some have done and re cleared the high gloss grill with a satin clear coat. I've heard that the results are very pleasing.
