Opinions sought

Guys, I'm new here and I wonder if you can help me understand what is happening here. I have an idea but how bad does it look to you? This is the drain channel near the rear hatch hinge. '89 camaro.

So this "spatter" may have been on the car since it was built? I've only had this car a short while and these bumps have always been there. I guess if it was rust bubbling up then the paint would have stretched and finally given way to the rust-which would then be visible. I've not attempted to pierce any of these to test if they might be rust and they do feel solid. I've been unable to find any other areas like this or that have rust. The car appears to have coating throughout the underside and inside the panels is some brown sticky substance that must have been appiled by the dealer. I'll remove the plastic interior panels below this section to see if the surface is clean.

It looks like spatter. Have you tried to tap one of the nibs off? Where are you and where did the car originate? Up north? The brown sticky substance is probably undercoating, which in a way is good, but a PITA!

Definitely looks like weld spatter, either from a repair somewhere along the way or it could have originated at the factory. It's pretty clear quality control wasn't a big concern at GM during the 80's.

Thanks guys! I removed the interior panels underneath this area and it was clean as a whistle. I also tried to break those bumps off and they are solid. Big relief! Let me get your opinions on this area located under the hood where the fenders meet the radiator support. Is that rust coming up or something else? Thanks again!

To me it looks like some kind of dirt/crud/oil-based solvent that was painted over during the painting process. What you can do is take a pin or small awl and poke a larger blister and see what you find. If it is rust underneath the bubble, take some sandpaper and sand that area down and treat it with some good primer and then get some color correct paint and spray it.
It really don't look bad at all.

Post some pictures of the rest of the car!
