Firewall area under steering shaft

Hi all,
Is the area on the firewall under the steering shaft a cobbled mess from the factory? I attached a pic, is this normal.
It looks like someone reshaped it with a hammer and painted it.
Thanks, bought a rust free 1983 Z28 from Arizona and she is rust free and ready for some restoration.

The lumpyness is because there are a bunch of joints right there, and GM just piled sealer on to keep water out.
