What’s up guys I looked at a car earlier 89 vert and the hood has this weird issue.. see pic! The paint / metal is peeling and has rust underneath..really weird. Rest of the body is ok but what lies underneath the rest of the paint on the car worries me..I need your help on this one.. thx!

Looks like a bad body filler job that got moisture underneath. Could be limited to just a bad repair on the hood, or could be indicative of bad bodywork on the rest of the car. Just need to take a closer look at the rest of the car.
I'd probably replace that hood rather than fix it...any repair in that area is bound to come back and be super obvious, unless you're just looking to flip it quickly. Used 1985-90 louver hoods are still relatively cheap as long as you don't have to ship it, and they're not too difficult to find. That being said, I would closely examine the rest of the car for similar issues.

from what I can see look as if someone put filler over un ground metal if i you dont grind that metal it will lift
