Heat gun works pretty good, just be careful not to overheat the paint. 3M eraser wheel to get rid of the adhesive residue.

This stuff is a BITCH to remove. I'm getting it slowly. I'm going to paint the car, so using a wire wheel on some of it, some stripper, 3m wheel, and then sanding. But how about the plastic bumpers? Any ideas? I don't want to use heat for obvious reasons.

You can use heat on the urethane bumpers. Just don't overdo it.

3m decal eraser wheel is what I have used on 90's Toyota trucks but haven't used it on the thridgen decals. On factory paint if you keep it clean it doesn't scratch the paint. Some of the softer enamels (Maaco etc) would probably not hold up as well. Also if factory paint acetone can work well just make sure the paint tolerates it.
if you are planning on doing a paint job after you can get more aggressive with the chemicals just make sure you get all the residue out of the crevices before painting.
