Why no E-brake w/PBR?

Why no E-brake w/PBR?
I did the rear PBR swap last year, and even though the brakes work great, I still have no E-brake. No matter how I adjust the cables (above the driveshaft), when I pull the handle, it gets stiffer, but the e-brake doesn't work. Anyone have any ideas as to what I need to adjust or look for? These are the 89-92 PBR brakes, and yes I have new cables. I need the e-brake to pass PA inspection, so leaving it not working is not an option. Thanks for any help.

I'm having the same issue. Have you checked to make sure when you pull the handle that the cable actually works. I planned on doing it this weekend but couldn't get the wife to help. Just pull off the wheels and have some one sit in the car while you watch the cable to make sure its operating the lever.

Thats what I needed. I thought the only adjustment was above the driveshaft, so I guess I have some work to do. Looks like those scanned pages are right from the service manual, which luckily I have. Thanks for the info.
