Rear Drums Whining / Locking Up?

Rear Drums Whining / Locking Up?

So whenever I come to a stop, I hear a whining noise. Imagine you take your finger, dip it in water and run it around the rim of a wine glass that is half full...that is the exact sound I am hearing....but here is the kicker, I hear that noise EVEN WHEN THE CAR IS FULLY STOPPED AND THE BRAKE IS FULLY DEPRESSED!! It just keeps making that whirring noise. I really don't think it is the fuel pump, but that is the only other component back there that I can imagine making noise. I cannot figure out what the heck it is. It seems like it would be the brakes since it only happens when I depress the pedal.



Another thing:



WHENVER it rains...even if it is only for 20 minutes, I start to drive, and the rear brakes lock up when I depress the brake pedal, even with the lightest pressure on the brakes. It happens 100% of the time. I have to pump the brakes many times to get them to run smooth. But it is getting very aggrivating and I don't understand how rain can cause this. The car is stationary, there is no water getting into the drums, I just don't understand.

hmm sounds strange, perhaps your rear brake line is turning into some sort of a check valve, where it is storing pressure on your rear brakes so when you slightly tap it they lock up . I would say metering valve but they actually delay the front brakes until your rear builds up pressure. Perhaps to much pressure back there? proportional valve kicks in on hard braking. I say replace the hose and give your shoes and drums an inspection

Moisture on some types of linings does cause this.
One quick blast on the loud pedal and the brake
will dry them. An alternative is to apply throttle
and brake simultaneously.
