One brake locking up but others don't

Car: 89 Camaro RS/SS
Engine: LT1
Transmission: T-56
Axle/Gears: 10 bolt with 3.42
One brake locking up but others don't
I have one of my rear drum brakes locking up way before the others do. Last winter I changed the shoes and the problem is still there. Is there a way to adjust them in any way so that one will not lock up before the others? Or is there a larger issue here?

First I would pull the drum off and inspect for a wheel cylinder or axle seal leaking onto the drum. Fluid or grease on a drum will make that one grab.
When adjusting, I usually put the wheel on and adjust the actuator adjuster screw a couple clicks at a time until I feel a drag on the wheel and then back off slightly until no or very minimal drag is felt.
If that's not the issue I would suspect a faulty wheel cylinder. Could even be the opposite wheel cylinder is not functioning properly, the one supposedly working good is in fact not.

Does it grab all the time or just when it's cold? sometimes rust inside teh drum cancause this as well and the drums need to be scuffed along with the shoes. Most likely its what 2KFLHR said though

Actually this isn't on my camaro, but my winter car, my pontiac 6000. It's a front wheel drive car, so can't be the axle seal, but I'll try the adjuster screw.

weak brake hold down/return springs can cause a "grabbing" brake that can cause that particular wheel to lock up easily or before the others a set of springs might cost 40 bucks to do both sides. you shouldn't be able to pull the springs by hand to install or remove them as a correctly tensioned spring might require the use of a screwdriver/ pliers to lever them in propoerly if you don't have a set of brake tools.
