e-brake lever for rear drums?

I pulled my drums off to fix my e-brake which felt locked up. I have one side disassembled and I don't see on either side where the cable is supposed to attach. Chilton has a diagra that seems to indicate that there is a "parking brake lever" behind the secondary shoe and neither assembly that I pulled off had anything like that. Any thoughts? Am I missing the peice or am I not seeing how to attach the cable?

After visiting several shops, yes there is a lever. It's very very hard to find and the only place I could find that could order one was Bumper to Bumper, some part from Raybestos.
