Ok... the emergency brake is stuck down... ican't pull it up at all..if i use force it doesnt budge at all and i dont wanna break anything..so plz help

When you depress the button, does it feel as though it is working properly, or is it stuck?
Have you gotten the car up on ramps or stands so you can check to see if the cables are frozen solid with rust?
