WHY is the bottom PBR bolt sooo freakin hard to get to???

Axle/Gears: 3.70 Posi 9 bolt
WHY is the bottom PBR bolt sooo freakin hard to get to???
I bought my 9 bolt with the PBRs from a guy I used to work with. All I know is he got it in trade and that it was from an IROC.
That being said, I wanted to make sure that Im not missing something, or something is installed wrong. The top caliper bolts on both caliers are stadard hex head bolts. However, the bottom are socket (allen) head cap screws. To tighten/loosen it, I have to get an allen wrench in there and actually pry back on the big spring thats connected to the e-brake lever. But the angle I have to get to it at causes the wrench to slip out sometimes, semi-rounding the inside of the bolt out. Was this designed like this from the factory? What if I was an **** customer who demanded that my calipers be bolted to XX ft/lbs, how could this be done? Just seems like something's wrong with my setup, I havent heard of anyone else having this problem. If they have, it doesnt seem to affect them that much. any input? I cannot get pics at te moment, I just got done tearing the calipers down for a powdercoat/rebuild job.

it's a freakin PITA, is there an easy way to remove/install without losing an eye? I use like 3 zip ties to try to compress the spring, but Ive never felt comfortable doing it that way. I just assumed they were supposed to stay installed while servicing the brake pads and such.

If it makes ya feel any better, the bottom bolt on the 82-89 calipers is a pain to get to also. Same problem, the e-brake spring is in the way.
