E break question

E break question

so i have owned 2 camaros so far, both are 87's The first one was a 2.8 coupe and the ebrake didnt work. you could hear the cables move but nothing happend. the car got totaled by an idiot that turned into me, Then i bought my Iroc Z/z28 (love 3rd gen camaros ) been redoing everything to the car, new engine, console swap, front breaks, etc. But same thing as the first car. E-brake isnt working.

My thoughts
1) shoes are worn out
2) master cylinder is stuck
3) just junk

what have you tried?
rear disk or drum?
adjuster nut above drive shaft fall off/break?
cables broke?
worn shoes?
poorly adjusted shoes?
caliper lever broke(PBR's)?mine did and i just welded it back on
try the easy/cheap stuff first!
