Pressure Limiter?

Pressure Limiter?

I called to a local speedshop about installing a adjustable prop valve for my roadrace car. He asked if it was to reduce axle-hop. I want it because I was locking up the rears at certain tracks/corners, but I do sometimes get bad axlehop. He went on to suggest, in addition to the prop valve, that I install a pressure limiter which is common on roundy-round cars, tho he wasn't 100% that was the correct term. I've searched online and can't find what he was talking about.

The way he described it was that it was essentially a delay mechanism, that when installed would delay the rears from braking a fraction after the fronts had started.

Closest thing I can think he's talking about is a metering valve, but that acts in almost an opposite fashion.

Any help?
