Can vacuum be affected by tuning

I havent really worked on my car in a couple years since i lost interest after having tranny and brake problems. The car has a vortec 350 with a lt4 hot cam and if i remeber correctly I had like 10 psi( or whatever the measurement it). can i mess with the distributor and add more timing? I also just saw this http://www.gmhightechperformance.com.../photo_16.html its the same set up i have but i bought it as a crate engine from sdpc when it recently released, anyone have more info about this.

Absolutely tuning has an effect on idle vacuum. Just look at how the idle mixture on carbureted cars is set with a vacuum gauge, or how full-time vacuum advance is used to increase the idle vacuum with large cams.

I'd expect a mild cam like the LT4 to make more than 10 inHg.

I never got it tuned, do u think I should start there? Back when I installed the motor everyone always said mailorder tunes were junk, and with no one local I never did it.
