Parking brake lever nut welded

Parking brake lever nut welded

I tried to adjust the rear disc brakes, as they don't seam to be working (neither is the parking brake) and noticed the nut holding the parking brake lever on, is welded to the lever!
Did these have a tendency to loosen up? I guess the die grinder will get some use, but was wondering if anyone else has heard of this being done.

Still wondering why this would be done.....anybody?
I haven't pulled them apart yet, waiting on the GM rear caliper update kit.
