help with brake problem

hi there, my problem is that most of the time when i go to stop the brake pedal is already hard and it wont stop quickly, sometimes i pump the pedal a couple times then when i push the brake pedal i get a better response from the brakes. could this be a sign to finally replace my booster and master cylinder? in the last year i have replaced every caliper on my car and theres new brake pads all around and ive replaced more then half the brake lines recently. but even then my brakes have been getting worse and worse in regards to the pedal and not being able to stop quickly. any help would be greatly appreciated thank you!
