E-brake help

I dropped in a posi disc rear from an 87 with the delco moraine calipers. I reused my e brake cables and one caliper from my previous rear. it was a 10 bolt disc rear that replaced the original drum rear. I have a 91 5 speed and the ebrake cable from the handle is non adjustable.
the calipers work and lock up.
when you pull the ebrake handle all the way up the springs compress and weights move. the actuator is not moving (at least enough) to hold the rotor. before switching rears the ebrake held.
will the rebuild kit sold by gm parts direct fix this? or do I need to switch out the ebrake handle cable with an adjustable one?
