parking brake issue

Car: 91 Camaro RS
Engine: 305 TPI conversion.
Transmission: T56
Axle/Gears: 3.73 posi 4th gen rear
parking brake issue

facts:
91 Camaro 5 spd.
converted from drum to 87 9 bolt disc. iron calipers
switched out parking brake handle and equalizer from an 86. the 91 was non adjustable.
both caliper levers compress and return. both caliper/actuator bolts turn.
parking brake handle goes all the way up.

with the caliper levels compressed i know the parking brake and cables are working properly. when compressed to the stops they still will not hold. step on the brake and it holds the wheels. cables are free and moving with no binning. everything seems to work except the parking brake??

will the rebuild kit fix the problem are do i need to replace both calipers. or is there something else i need to try?
