E-Brake adjustment question

Hows it going guys. I have a question. I tightened up the nut at the equalizer and removed the slack. Now as I pull on the e-handle, there is very little resistance and the brake does not hold the tires. The tires keep spinning. The E-handle travels all the way up. Should there be tension at half way up on the e-brake handle? Thanks.

FSM sez , after adjustment , 14 clicks from full release should lock the wheels. you MAY have a cable issue. id check that first . also lube every where the cables run

Yeah thanks for the help bro. I have the service manual. Remember? I got busted for selling them? Anyways, I found the problem. The screw that pushes the piston was bad.
