Is the brake booster rod supposed to come all the way out

Engine: 305 TBI
Transmission: 4 Speed Automatic
Is the brake booster rod supposed to come all the way out

I mean it actually comes out. I can take it comepletly out into my hand. I'm replacing my master cylinder and I noticed this. Isn't it supposed to be connected to a diaphragm inside the booster?

The rod that pushes the master cylinder slides out.

The rod that's pushed by the pedal does not.
