Engine: 305 TBI
Transmission: 4 Speed Automatic
How to adjust parking brake?
This car has sat for years,so the parking brake has become loose. I wanna know how to adjust the cables to tighten them. Where is the adjuster at?
I have an additional question that kinda goes hand-in-hand with this. The car has poor brake pedal breaking. I've tested everything for the pedal issue,and nothing has worked. My question is,can the loose parking break be somehow related to the poor brake pedal performance? I know it's not air,so please don't say that's all it is.

If you want to test it, try this.
pull the handbrake, how high does the lever come up? Is it a lot?
does the car roll in neutral with the jamdbrake up?
pull the handbrake up only enough to barely engage the brake, then try the pedal, does it feel better or the same?
if its the same, then you still have another problem
if its much better, then the drums/brake need adjustment

The handbrake engages the rear brake shoes the same as the regular brakes, so if they are loose, all that extra slop will create a lot of excess pedal travel which will give the feel of poor braking

Rear drum?Disc? Does the parking brake work? If the applying the parking brake improves pedal quality you have another problem. if drum then your shoes are out of adjustment, if disc then your calipers need replacing.

The parking brake pulls a cable tight.
The brake pedal forces DOT3 through the wheel cylinder.

You haven't worked with the stock brakes then, what //\\ said is correct. Some of the rear brakes move the part that actually touches the shoe, so if the shoe is loose then the E-brake may not function properly.
