Delco Loc Radio Bench Testing
Bear with me here as this as taken some time to do.
My original steering column and radio controls were pretty much FUBARD when I got the car. Replaced the column and the radio and the electonics on and behind the steering wheel. Worked just one time! Until I removed battery power.
Found a way to bench testing them.

Make sure that the connections highlited in the pic above are clean!
Notice the panel on the steering wheel pad is apart
Notice that it goes from LOC to TIME

Additional problem with my car was the wires in the column were pinched. A dremel tool took care of that,
