Elusive 12V constant wire (orange) 0V on wire no bad fuses that I can find

I just picked up a 91 Camaro Z28
after pulling the stereo out I found a butchered mess and a blown radio fuse

I replaced the radio fuse and checked the ctsy fuse *its good*
I have 0 volts on the 12V constant Orange lead
I have read through several threads saying there is a second fuse panel but I can't find anything in my car with fuses in it other than the main panel and those fuses are all good.
Where should I be looking to get the 12v orange lead energized again?
Solution:
I found that a fuse I had previously replaced labeled "ARC 20" was the culprit.
I don't see this in any of the threads so maybe this info will help someone else.

Sounds similar to what I am experiencing currently. My problem, is that the radio clock turns on but, the 12v constant isn't working. Actually, I'm pretty sure the Guy I bought it from removed it. My question is do you know where the 12v orange wire runs from and to?

I know this is an older thread but I had the same issue on my car. here is a picture of the fuse block and where the ARC fuse is located. the correct fuse is circled in green.Originally Posted by Antinull
