acc fuse problem

Hey i was wondering if anyone had ideas to help me. all the wires for my radio was cut by the previous owner. so whenever i try to put a fuse in the acc spot it just sparks at me so i take it away so the fuse does not blow. this happens even when ignition is off and key is out. im trying to get the fuse to stop popping becasue i need my horn to work to pass safety inspection. all help would be greatly appreciated thanks

Drop the fuse panel down and remove all the extraneous garbage that has been attached to the ACC fuse connector and check it for any loose wire strands that might be causing a short up there.

What year, model is your car? The reason the ACC fuse will continue to pop with the key in or out is because it has 12 volt power to it at all times. You said that the previous owner cut all the wires for the radio. If none of the wire ends were wrapped in electrical tape, the power lead for the radio might be grounding out causing the fuse to blow.
