radio in lock mode

radio in lock mode
Own a 89gta when i disconnect battery and reconnect theradio goes in lock mode ,only way to get it to play is to press the mute button on the steering console .Now the steering console controls went out and the relay or module that operates them is no longer made by gm.How do i turn on the radio
